David D. Kumar and Daryl E. Chubin We live in an information age. Technology abounds: information tech nology, communication technology, learning technology. As a once popular song went, "Something's happening here, but it's just not exactly clear." The world appears to be a smaller, less remote place. We live in it, but we are not necessarily closely tied to it. We lack a satisfactory understanding of it. So we are left with a paradox: In an information age, information alone will neither inform nor improve us as citizens nor our democracy, society, or in stitutions. No, improvement will take some effort. It is a heavy burden to be reflective, indeed analytical, and disciplined but only constructively constrained by different perspectives. The science-based technology that makes for the complexity, contro versy, and uncertainty of life sows the seeds of understanding in Science, Technology, and Society. STS, as it is known, encompasses a hybrid area of scholarship now nearly three decades old. As D. R. Sarewitz,a former geologist now congressional staffer and an author, put it After all, the important and often controversial policy dilemmas posed by issues such as nuclear energy, toxic waste disposal, global climate change, or biotech nology cannot be resolved by authoritative scientific knowledge; instead, they must involve a balancing of technical considerations with other criteria that are explicitly nonscientific: ethics, esthetics, equity, ideology. Trade-offs must be made in light of inevitable uncertainties (Sarewitz, 1996, p. 182).

Dr. Samuel Glasstone, the senior author of the previous editions of this book, was anxious to live until his ninetieth birthday, but passed away in 1986, a few months short of this milestone. I am grateful for the many years of stimulation received during our association, and in preparing this edition have attempted to maintain his approach. Previous editions of this book were intended to serve as a text for students and a reference for practicing engineers. Emphasis was given to the broad perspective, particularly for topics important to reactor design and oper ation, with basic coverage provided in such supporting areas as neutronics, thermal-hydraulics, and materials. This, the Fourth Edition, was prepared with these same general objectives in mind. However, during the past three decades, the nuclear industry and university educational programs have matured considerably, presenting some challenges in meeting the objec tives of this book. Nuclear power reactors have become much more complex, with an ac companying growth in supporting technology. University programs now offer separate courses covering such basic topics as reactor physics, thermal hydraulics, and materials. Finally, the general availability of inexpensive xv xvi Preface powerful micro-and minicomputers has transformed design and analysis procedures so that sophisticated methods are now commonly used instead of earlier, more approximate approaches.

"Climate-smart agriculture, forestry and fisheries (CSA), contributes to the achievement of sustainable development goals. It integrates the three dimensions of sustainable development (economic, social and environmental) by jointly addressing food security and climate challenges. It is composed of three main pillars: sustainably increasing agricultural productivity and incomes; adapting and building resilience to climate change; reducing and/or removing greenhouse gases emissions, where possible. The purpose of the sourcebook is to further elaborate the concept of CSA and demonstrate its potential, as well as limitations. It aims to help decision makers at a number of levels (including political administrators and natural resource managers) to understand the different options that are available for planning, policies and investments and the practices that are suitable for making different agricultural sectors, landscapes and food systems more climate-smart. This sourcebook is a reference tool for planners, practitioners and policy makers working in agriculture, forestry and fisheries at national and subnational levels." -- Back cover.

Policies promoting pro-poor agricultural growth are the key to helping countries achieve the Millennium Development Goals especially the goal of halving poverty and hunger by 2015. The public sector, private sector, and civil society organizations are working to enhance productivity and competitiveness of the agricultural sector to reduce rural poverty and sustain the natural resource base. The pathways involve participation by rural communities, science and technology, knowledge generation and further learning, capacity enhancement, and institution building. Sustainable land management (SLM) an essential component of such policies will help to ensure the productivity of agriculture, forestry, fisheries, and hydrology. SLM will also support a range of ecosystem services on which agriculture depends. The 'Sustainable Land Management Sourcebook' provides a knowledge repository of tested practices and innovative resource management approaches that are currently being tested. The diverse menu of options represents the current state of the art of good land management practices. Section one identifies the need and scope for SLM and food production in relation to cross-sector issues such as freshwater and forest resources, regional climate and air quality, and interactions with biodiversity conservation and increasingly valuable ecosystem services. Section two categorizes the diversity of land management systems globally and the strategies for improving household livelihoods in each system type. Section three presents a range of investment notes that summarize good practice, as well as innovative activity profiles that highlight design of successful or innovative investments. Section four identifies easy-to-access, Web-based resources relevant for land and natural resource managers. The 'Sourcebook' is a living document that will be periodically updated and expanded as new material and findings become available on good land management practices. This book will be of interest to project managers and practitioners working to enhance land and natural resource management in developing countries.
