The background This volume contains the proceedings of the first International symposium on "Non-C0 Greenhouse Gases: Why and How to 2 Control?" held in Maastricht, The Netherlands from 13-15 Decem ber 1993. Of the known greenhouse gases, political attention to date has been primarily focused on carbon dioxide (C0 ) and the 2 CFCs - the latter because of their interaction with stratospheric ozone. The other greenhouse gases, notably methane (CH ), nitrous 4 oxide (N 0), HCFCs, HFCs and tropospheric ozone and its precur 2 sors nitrogen oxides (NO), carbon monoxide (CO) and volatile organic compounds (VOCs), may appear collectively to be of equal importance for global warming but have attracted less attention. Nevertheless, a comprehensive approach to climate change respon se, taking into account all sources and sinks of all greenhouse gases, is explicitly allowed in the Framework Convention on Clima te Change. The Netherlands' policy on climate already addresses all greenhouse gases. In order to stimulate the development of international climate policy on this subject, the Dutch Ministry of Housing, Physical Planning and Environment supported the initative of organizing an international symposium on the science and policy of the non-C0 greenhouse gases. An important rationale behind 2 this initative was recognizing that for the non-C0 greenhouse 2 gases, abatement options are available that do not only address other environmental problems but that also do not require the major structural changes in society that an effective CO policy 2 may.

This major two volume work presents a new decision making tool which enables manufacturers and scientists to undertake life cycle assessment (LCA) of new products from the design and development stages. The methodology allows the environmental consequences of a product to enter into decision making in the same way as traditional commercial parameters such as price, quality etc. Significantly, it is in accordance with international consensus, as defined by SETAC (Society of Environmental Toxicology and Chemistry) and ISO (International Organization for Standardization). Moreover, the individual steps have been made operational through the creation of a collection of tools for assessment. The books are derived from the Environmental Design of Industrial Products (EDIP) programme organized by the Technical University of Denmark and five leading Danish companies. The project was sponsored by the Danish Environmental Protection Agency (EPA) and the Confederation of Danish Industries.
Although there is no denial of climate justice, there has been a persistent lack of practical joined-up actions regarding the creation of an international climate institution. However, politicians and academic researchers have been working together to find solutions. This new book is an attempt to put forward constructive approaches to climate security and justice, building upon the inputs from the wide-ranging debates that took place at the CASS Forum on Climate Justice and the Carbon Budget Approach in Beijing (April 2010). The purpose of this prestigious international conference was to construct an international climate regime and to help promote climate justice. It also called on governments, particularly governments in developed countries, to bear the historical responsibility of climate change. Climate change is a controversial topic worldwide today and the international regime and corresponding actions will inevitably have a lasting and profound influence on the world economy and international politics. At its thirteenth session, held in Bali, Indonesia, at the end of 2007, the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Bali Action Plan, initiating a new process of negotiations on long-term cooperative actions under the Convention with the goal of reaching international agreements on an international climate regime beyond 2012 at the fifteenth session of the Conference to be held in Copenhagen, Denmark, at the end of 2009. The key factors in the present international climate negotiations are a shared vision of global long-term cooperative actions, mitigation, adaptation, technology and finance, and their core issue is how to reach an agreement for equitable burden-sharing of obligations for the reduction of greenhouse gas emissions or allocation of emission entitlements in accordance with the concrete conditions of various countries and to ensure the implementation of such an agreement under an appropriate international regime. As the largest developing country in the world, China plays an important role in international climate negotiations and is under increasing international pressure.The existing Kyoto Protocol model takes the level of emissions in 1990 as a base and determines the emission reduction obligations of each developed country through negotiation. The findings gathered together in this book break through the fixed pattern of thinking of the Kyoto Protocol and, based on the theory and methodology of the basic carbon emissions needed for human development, studies a carbon budget proposal for global greenhouse gas emission reductions. This proposal not only better embodies the principle of "e;common but differentiated responsibilities"e; established by the Climate Convention, but will also be able to realize global goals for mid- and long-term emission reductions. It represents a comprehensive proposal for developing a more equitable and more effective international climate regime.The CASS Forum on Climate Justice and the Carbon Budget Approach in Beijing (April 2010) was organised in association with the Institute for Urban and Environmental Studies of the Chinese Academy of Social Sciences, Konrad Adenauer Foundation and Misereor.
Budgets have a big influence on the economy and society. With many countries, about 50 percent of total expenditures and income pass through the budget via taxes, charges and expenditures. In recent years many countries, e. g. in the OECD and the EU, have tended to use this influence in an environmentally rational way. Tradi tional environmental policy has relied on command-and-control and cnd-olpipc technologies that have proven to be insufficient in coping with the challenge of glo bal change. Hence, many countries have started to investigate the environmental impacts of their budgets by looking at existing taxes and charges, as well as tax allowances and exemptions and other relevant regulations and expenditures -even to have a special impact on the environment. The implementation of those not meant such findings is now broadly discussed in these countries. This publication will contribute to the debate. It is a result of a wider project called Green Budget Reform -Prospects in Central and Eastern Europe. initiated by Vida Ogorelec Wagner, managing Director of Umanotera, The Sloven ian Founda tion for Sustainable Development, and then jointly developed. proposed to the EC and carried out in partnership with Kai Schlegelmich of the Wuppertal Institute in Germany. The project comprised an international seminar on Green Budget Reform in April 1997 at Lake Bled, Slovenia, and the Case Study of Sloveilla.
This book presents the energy system roadmaps necessary to limit global temperature increase to below 2°C, in order to avoid the catastrophic impacts of climate change.
