Roughly 30 percent of the solar radiation directed toward the earth is reflected directly back into outer space. The remaining 70 percent is absorbed by earth and re-emitted outward as long-wave—or infra-red—radiation. While transparent to incoming solar radiation, certain gases--notably carbon dioxide, nitrous oxide, methane, and chlorofluorocarbons—absorb, or "trap," this outgoing infra-red radiation near the earth's surface, producing an increase in temperature. This is the so-called greenhouse effect. The greater the concentration of these greenhouse gases, the more pronounced will be the effect. Despite uncertainties, the scientific consensus recorded at Villach, Austria, in 1985 was that "the understanding of the greenhouse question is sufficiently developed that scientists and policy-makers should begin an active collaboration to explore the effectiveness of alternatives and adjustments." The recent scientific assessment of climate change, conducted under the auspices of the UN Intergovernmental Panel on Climate Change, has only strengthened the view that a concerted multilateral response is called for.

These proceedings contain 270 papers outlining ideas and contributions to the new scientific, technical and political discipline of Greenhouse Gas (GHG) Control. The contributions were presented at the 4th International Conference on Greenhouse Gas Control Technologies (GHGT-4). It was the largest gathering of experts active in this new and fast-developing field. GHGT-4 was different from its predecessors in that it included all greenhouse gases, not only CO2, and all issues which could contribute to the mitigation of the greenhouse problem - technical, economic and political. The main focus was on practical solutions and real demonstrations of mitigation technology being planned and implemented today. It also addressed ways to increase the efficiency of power production and utilisation, and looked at proposals to encourage the development of renewable energy sources. During the Opening Session, 10 keynote addresses were heard from prominent personalities in government, industry and academia. To tackle this very inter-disciplinary problem and to achieve acceptable solutions, it is essential for industry and government to initiate intense dialogue and cooperation. Conferences like this can provide the opportunity for a meeting of minds between engineers and politicians in the face of global challenge. The primary attributes of this global challenge are manifold: the problem is global and international; it is inter-disciplinary, both in substance and approach; it covers technical, political and economic issues and involves government, science, industry and academia; it is complex and non-linear; and it will take the efforts of all parties involved to solve the problem. These proceedings contain ideas for starting demonstration projects and for making better use of the power and flexibility of market measures. Of the known greenhouse gases, political attention to date has been primarily focused on carbon dioxide (C0 ) and the 2 CFCs - the latter because of their interaction with stratospheric ozone. The other greenhouse gases, notably methane (CH ), nitrous 4 oxide (N 0), HCFCs, HFCs and tropospheric ozone and its precur 2 sors nitrogen oxides (NO), carbon monoxide (CO) and volatile organic compounds (VOCs), may appear collectively to be of equal importance for global warming but have attracted less attention. Nevertheless, a comprehensive approach to climate change respon se, taking into account all sources and sinks of all greenhouse gases, is explicitly allowed in the Framework Convention on Clima te Change. The Netherlands' policy on climate already addresses all greenhouse gases. In order to stimulate the development of international climate policy on this subject, the Dutch Ministry of Housing, Physical Planning and Environment supported the initative of organizing an international symposium on the science and policy of the non-C0 greenhouse gases. An important rationale behind 2 this initative was recognizing that for the non-C0 greenhouse 2 gases, abatement options are available that do not only address other environmental problems but that also do not require the major structural changes in society that an effective CO policy 2 may.

Fossil fuels currently supply over 85% of the world's energy needs. They will remain in abundant supply well into the 21st century. They have been a major contributor to the high standard of living enjoyed by the industrialized world. We have learned how to extract energy from fossil fuels in environmentally friendly ways, controlling the emissions of NO(subscript x), S02, unburned hydrocarbons, and particulates. Even with these added pollution controls, the cost of fossil energy generated power keeps falling. Despite this good news about fossil energy, its future is clouded because of the environmental and economic threat posed by possible climate change, commonly referred to as the 'greenhouse effect'. The major greenhouse gas is carbon dioxide (CO2) and the major source of anthropogenic C02 is combustio of fossil fuels. The potential impacts of global climate change are many and varied, though there is much uncertainty as to the timing and magnitude (Watson et al., 1996). Because of the potential adverse impacts, the world community has adopted the Framework Convention on Climate Change (see Box 1). The urgency of their work was recently underscored when the Intergovernmental Panel on Climate Change (IPCC) issued their Second Assessment Report which stated that 'the balance of evidence suggests a discernible human influence on global climate'. The goal of stabilization of greenhouse gas emissions at their 1990 levels in the year 2000 will not be met by the vast majority of countries. Based on this experience, it is obvious that more aggressive technology responses are required if we want to control greenhouse gas emissions.
